Whistle-Blowing Policy

The purpose of this Whistle-Blowing Policy is to provide channels through which staff, members, regular visitors or other persons may, in confidence, raise concerns about possible wrong-doing or improprieties in financial or other matters involving Staff and Board members of the Parkinson Society Singapore (PSS)

  1. PSS Whistle-Blowing Committee
    1. Chaired by President, PSS.
    2. Members are Vice-President and Chair of Audit and Risk Committee, PSS.
    3. The Committee will evaluate complaints and determine responses.
    4. The Committee will determine who will be kept informed and/or enlisted to assist in investigations.
       
  2. General Guidelines for Whistle-Blowing
    1. Anyone can whistle-blow at any time without fear of retaliation or recrimination.
    2. It is assumed all whistle-blowing is done in good faith based on genuine concerns.
    3. Whistle-blowing is directed at PSS Staff or Board Members on matters such as (but not limited to):
      • Financial accounting – fraud, questionable practices or policies
      • Legal matters – violation of the law
      • Ethics – corruption, forgery, theft, serious misconduct, conflict of interest
      • Abuse of power – retaliation, harassment, discrimination, misusing PSS resources for personal gain
      • Immoral conduct – sexual misconduct, cheating, lying
    4. General complaints and grievances over service quality, program deficiency, operational matters, HR policy, staff development review, unhappiness over private conduct of fellow PSS Members etc. are not matters for whistle-blowing. These concerns should be taken up with Executive Director, PSS and relevant staff.
       
  3. Disclosures and Information
    1. The whistle-blower is encouraged to reveal his/her identity to facilitate investigation. 
    2. The identity of the whistle-blower will be kept strictly confidential, unless consent for disclosure is given.
    3. The whistle-blower should provide specific information such as names of parties involved, places, dates, times and descriptions of alleged wrongdoings.
    4. Other relevant evidences should be provided where possible to assist investigation e.g. pictures, documents, emails, SMS etc.
